In my despatch No. 108 of 7th instant I informed you that I had an interview with Viceroy Tuan in connection with the question of employing British officers to organize for him an efficient Police Force to deal with piracy, but a fortnight previously I had discussed the question with the Governor of Hongkong and the Chairman of the Hongkong Branch of the China Association, and it was suggested that I should again approach the Viceroy on the subject of my recommendation, failing that, the Governor of Hongkong, if desired, was to use his influence to obtain a loan for the special service.
